The Office of Higher Education Sprout Project at Chung Shan Medical University (CSMU) hosted a special lecture yesterday (21st), inviting Dr. Wen-Chung Chiang, Associate Professor, Chief Librarian, and Director of the Office of Institutional Research (IR) at Hungkuang University of Science and Technology, to share his extensive experience in developing Institutional Research systems. He highlighted how, under the growing emphasis of the Higher Education Sprout Project on “data evidence” and “performance tracking,” IR enables universities to integrate data and apply data visualization to support more precise decision-making in student recruitment, curriculum design, and resource allocation.
Dr. Chiang emphasized that the value of IR lies in adopting scientific and data-driven approaches to collect and organize information across university operations, then providing it as a basis for decision-making. In recent years, Taiwan’s Ministry of Education has promoted IR through the Higher Education Sprout Project, encouraging institutions to develop autonomous and professional management. By leveraging IR systems, departments can analyze student demographics, application preferences, and other factors to identify their positioning and competitive advantages, thereby enabling more targeted recruitment strategies.
He further explained that IR is not simply about data collection but functions as a systematic cycle—from real-time data collection and cross-analysis to evaluation and adjustment, and further to forecasting future trends. Through this cycle, universities can enhance decision-making efficiency, optimize system design and resource allocation, and strengthen overall institutional capacity. With the integration of AI and advanced data analytics, IR can empower institutions to monitor real-time academic operations and provide strong support for areas ranging from recruitment strategies and curriculum design to international rankings.
CSMU President Chien-Ning Huang noted that IR has become both an expectation of the Ministry of Education and an essential tool for universities to respond to international rankings and the Higher Education Sprout Project. He stressed that the implementation of IR can effectively resolve the challenges of fragmented information and low efficiency, while further supporting enrollment planning and sustainable development.
Vice President and Director of the Higher Education Sprout Project, Chun-Che Lin, expressed gratitude for Dr. Chiang’s generous sharing, pointing out that CSMU will draw on these experiences as it builds its own IR platform. Vice President Hsien-Ying Sung added that a key challenge lies in transforming IR from a data analysis function into a strategic role akin to a Chief Strategy Officer (CSO) in enterprises, while also securing greater resources to ensure its long-term development.
President Huang concluded that, through this exchange, CSMU will continue to strengthen institutional research, advancing data-driven decision-making to enhance recruitment competitiveness, improve governance efficiency, and lay a solid foundation for sustainable growth.
